Industrial Safety Certificate
In the context of the abolition (on 1 January 2014) of the ROSTEKHNADZOR approval (approval for the use of technical equipment on potentially dangerous production objects), the voluntary industrial safety certificate became a single full possibility to confirm the conformity of equipment with operational safety requirements.

Does the Industrial Safety Certificate replace the Technical Regulations of the Eurasian Economic Union?
Proof of conformity of equipment with the requirements of industrial safety certification is voluntary, in contrast to the EAC proof of conformity according to the requirements of technical codes TR CU. The existence of an industrial safety certificate does not replace the necessity of certifying/declaring the products according to EAC TR CU.
Two organisations are involved in the certification process to prove conformity with the requirements of federal standards and directives in the field of industrial safety:
Why is an Industrial Safety Certificate required?
The Industrial Safety Certificate is intended to increase the competitiveness of industrial equipment in terms of its use on Hazardous Production Objects (GPO): on objects of oil and gas complex, in shafts and mines, on objects of chemical, petrochemical, metallurgical industry, etc.
According to the Law, the use of technical equipment on hazardous production facilities (GPO) is regulated by Article 7 of the Federal Law (on Industrial Safety on Hazardous Production Facilities) No. 116-FZ from 21. 07. 1997 regulated: “The obligatory requirements for technical devices used on hazardous production object, and the forms of assessment of their conformity with the specified requirements are established according to the laws of the Russian Federation on technical regulation”.
The technical regulations themselves contain general requirements for product quality and safety, without dividing the equipment used on hazardous production facilities into a separate group. As a result, an additional assessment of the possibility of using products on hazardous production facilities is required, where the additional requirements of federal standards and directives in the field of industrial safety are imposed.
In practice, requirements for the implementation of Industrial Safety Certification are often encountered in the various tenders for the manufacture and supply of equipment, spare parts and components.
